The declaration — signed by the US, Bolivia, Costa Rica, Guyana, Paraguay, and Trinidad and Tobago — placed China's economic maneuvers in the region squarely under the microscope, with particular focus on recent developments affecting ships sailing under Panama's flag.

The joint communiqué follows a ruling by Panama's Supreme Court concerning the Balboa and Cristobal port terminals — a decision officials say has triggered significant international scrutiny and reaction.
The six nations were unequivocal in their defense of Panamanian sovereignty, warning that outside interference carries consequences for the entire hemisphere. "Panama is a pillar of our maritime trading system, and as such must remain free from any undue external pressure. Any attempts to undermine Panama's sovereignty are a threat to us all," they wrote.
Pledging full solidarity with Panama, the signatories framed their alliance in sweeping terms: "Through our renewed commitment to peace, security, and Hemispheric cooperation, we remain dedicated to facing all threats to ensure the Americas remain a region of freedom, security, and prosperity."
The statement marks one of the more pointed multilateral signals directed at Beijing's regional influence in recent months, as Washington and its hemispheric partners move to consolidate a unified front over control of one of the world's most strategically critical waterways.
